BACKGROUND: 

 

The Board adopted a new annual performance evaluation form for the General Manager at the April meeting.  This form is a template version received from ACWA, a professional service organization that provides us with our Health Insurance.  At the April Meeting there were suggestions the process should be modified to include advisory employee input.  Attached are two suggestions to the evaluation form.

 

Exhibit “A”:  President Corbett suggests the brief “Optional Advisory Employee Input” paragraph.

 

Exhibit “B”: Director Dunk proposed an Employees questionnaire page that is conducted by the Board, not the staff.

 

The Board should consider these two concepts and make a determination if they think this would be helpful to them in conducting a performance evaluation.  The one obvious circumstance that may occur is if the evaluation makes recommendations based upon some statement that is anonymous and unsubstantiated.  This may create employee issues as an unintended consequence.  

 

RECOMMENDATION:  Discuss the concept of employee input for the GM performance evaluation and set policy at your discretion.
