Meet the Board of Directors



John Corbett, Director

From October 2002 through December 2020

Mr. Corbett, of McKinleyville, has more than 30 years experience in water quality issues.  Mr. Corbett received his Juris Doctor from Hastings Law School and a Masters in Law from the University Of Stockholm School Of Law in Sweden, with his thesis on Water Quality Administration.  He has previously lectured at Humboldt State University on water quality law, Indian water rights, air quality law, and the politics of natural resources.  He is the head hearing officer for the Unified North Coast Air Quality Management Hearing Board and was formerly a Federal Magistrate for Indian Fishing Rights on the Klamath River.  He was a sponsored participant for the Program in Environmental Policy Management of the School of Public Health and John F. Kennedy School of Government at Harvard University.  He is a former Humboldt County Supervisor and has previously served on the California Coastal Commission.  Mr. Corbett has successfully drafted legislation amending the Federal Water Pollution Control Act and was formerly senior legal counsel for the Yurok Tribe.  Mr. Corbett was appointed to the Regional Water Board on December 21, 2001.

Mary Burke, President

From March 2017 through December 2020

I love living in McKinleyville. I have life-long family ties to our community and recently bought a home here with my husband and young son. I work as a natural resource professional with a track-record of collaborative relationships as well as fiscal responsibility. I earned a Master’s Degree from Humboldt State University in Environmental Systems with an emphasis on social and economic development. After completing my degree, I worked at Arcata’s wetland treatment system and understand wastewater technology and regulations. My vision for McKinleyville is a connected community, with trails and public spaces where we gather and celebrate our culture as the gateway to the redwoods and where horses and humans have the right of way.

David Couch, Director

From December 2009 through December 2022

David currently works for the City of Arcata as a water/wastewater operator. He is involved with the Friends of the Arcata Marsh and the American Trakehner Association. He is also interested in environmental education, horse breeding and showing.
